Gym Leader Blue

Pokémon Sun and Moon has made me want to draw so many characters from the franchise. Well, that and... I also kinda RP this guy so I felt like I should draw him in one of his snazzy outfits. I couldn't really translate his hair well, so I ended up trying to make it work for my style... ;; it looks nice though.
